Explain more about what you mean when you say "artificial server" But for example if you want to install a Ubuntu or windows server on your laptop ,I will be happy to help ,I have done it using AWS where you create an instance for a particular server you want in your local machine then if you want to see the GUI of the server then you have to have a remote desktop client for example me I use Remmina so it allows you to see the server but otherwise you can enter your server using the terminal of your local machine

So it depends on how dedicated you , It can take you less than 3 months to know the basics ,to be able to create a program lets say a shopping program , All you have to do that helps is watch a lot of YouTube videos , do courses for free that will help you enhance your skills .From my own experience I learnt by doing so coming up with small programs that randomize numbers etc ,and the more errors you get the more you learn .Stack overflow can also help you learn one or two things about certain errors you come across because there might be someone who had the same error

The cheapest way is to start by your friends who are on social media to help you comment on your post ,tag your business i their posts ,mention your business in their stories .Furthermore Instagram is seeing a threats from tiktok that is why Instagram introduced reels so this is a huge opportunity for a small business to be posting reels everyday so that it reaches more people . In addition to that also having a good structure on your social media pages helps.
